The purpose of my sequential planning column is to study future issues and provide policy directions for the Fourth Industrial Revolution. The topic of the Fourth IR in Korea is very familiar. As discussed in the last article, this topic swept South Korea since 2016. Numerous technical and policy seminars were held. In this article, we will examine how well we are preparing. The Office of Small and Medium Business Administration was promoted into a new Ministry of SMEs and Startups. According to the August 21, 2019 press release, raising 200,000 Innovative Workforce such as AI, the government will invest 4.71 trillion KRW next year in areas such as AIs, Automobiles, System Semiconductors, and 5G Mobile Communication. The company plans to cultivate 200,000 innovative talents to work in the field of artificial intelligence (AI) for five years. Said it will increase to 1.6 trillion KRW next year. It is a socio-technical organization under which technology companies such as artificial intelligence, big data, and smart factories gather to prepare for and study the 4^{th<\/sup> IR. Major tech universities such as GIST, KAIST, and Seoul National University have greatly increased the opening of AI-related courses, AI professors have been secured, and Ph.D. students are being fostered. With the support of the Ministry of Science and ICT, a national program Artificial Intelligence Graduate Schools has been created, in which billions of dollars are budgeted each year. In other words, various new plans in terms of technology development, education program development, and technical manpower development related to the 4th<\/sup> IR have been created at the government level, at the ministry level, at the university level, and at the corporation level.

It is now very difficult, in 2019 Korea, to expect economic growths just by making investment in the technology sector. There are no other advanced countries we can turn to and learn. It is no matter how good the technology is. Not enough is the excellent science and technology manpower. What we desperately need is the ability to grow Korean startups into Unicorns that can sail through global competition and grow into a company with more than 1 trillion USD in enterprise value. There are intense competition caused by globalization. No matter how excellent the science and technology is, technology alone is not sufficient to make economic results. In a leading economy that needs to lead the world, creativity needs to be supported. Creativity is nurtured through competition. This is why Gwangju’s Artificial Intelligence Complex Development Project aimed at fostering business groups. These companies, which have a common element of Artificial Intelligence, compete with each other. Among them, very few companies that have secured human and financial resources will grow into global companies. On the investor side, there should be an investment market with large, medium and small paybacks. A healthy investment market must exist for the ecosystem to grow and the companies in it to grow as well.
